- Age22–45 (as of 1 April of entry year)
- EducationBachelor's degree (any discipline)
- EmploymentCurrent civil servant in one of the 41 eligible services
- CommitmentIntent to contribute to India's development & Japan–India relations upon return
- Other requirementsEnglish proficiency & sound health
Ineligibility — Applicants must NOT be / have
- StatusArmed forces or military-affiliated member
- Prior fundingMaster's degree already funded by another country
- Concurrent awardCurrent / future recipient of another Master's or Doctoral scholarship
